Inside Justin Fulcher’s Approach to Institutional Technology

Technology built for regulated institutions rarely photographs well, but it tends to last, a lesson Justin Fulcher has applied across healthcare and now national defense throughout his career.

His career began with RingMD, a telemedicine company Fulcher co-founded in 2013 at age 21. The platform linked patients across Asia to physicians they could reach remotely, addressing regions where mobile phones had become common well before basic healthcare access had arrived for most families in those communities. Fulcher’s engineering approach accounted for that gap directly, building around unreliable bandwidth rather than assuming conditions that simply did not exist yet in those markets.

Forbes Asia recognized the achievement in 2017, placing Fulcher on its 30 Under 30 list in the Healthcare & Science category. He has since stepped away from daily management responsibilities, continuing only as a board member and minority shareholder at RingMD today, a company he no longer runs day to day.

A Shift Toward Federal Work

Early 2025 marked a turn toward government service when Justin Fulcher joined the Department of Defense as a Senior Advisor to the Secretary of Defense. His focus centered on acquisition reform, where efforts under his watch helped shrink software procurement timelines from years down to months and modernized IT systems across the department’s core operations.

He also accompanied senior defense officials to high-level dialogues held across the Indo-Pacific region, carrying his institutional expertise into foreign policy discussions that shaped broader department priorities. Fulcher completed a Master’s degree in Nonproliferation and Terrorism Studies at the Middlebury Institute in 2023 and is now working toward a doctorate in International Affairs at Johns Hopkins SAIS.
